President Kibaki has ordered the resettlement of all genuine
internally displaced persons within two weeks.  The Head of
State directed the ministries of Finance, Special
Programmes, Lands, Internal Security and Agriculture to
speedily ensure land is made available for the families.  “We
should move with speed to resettle the IDPs who are still in
camps. This matter has dragged on for too long. We must
deal with it and ensure that we do not have persons still
living in camps,” said President Kibaki.   Need to help  “We
also need to help those who are going back to their land to
resettle and undertake their farming. I also appeal to all
communities to live peacefully and co-exist harmoniously.”  



Some regions, especially Western and Nyanza provinces,
have been experiencing heavy rains in the last one week,
which have led to the death of at least five people.   The rains
would have worsened the already deplorable conditions in
the camps. The inevitable flooding would have caused an
outbreak of water-borne diseases and destruction of the
temporary structures.   The Finance ministry was directed to
provide the funds and that of Lands to identify arable land for
the resettlement.

EAST AFRICAN STANDARD
Post Master General Hussein Ali has been retired from the military.  
The Defence Council, which met in Nairobi last week, retired Ali,
leaving three Lt-Generals in the race to take over from Chief of General
Staff Gen Jeremiah Kianga.  

Ali was seen as the possible successor to Kianga, who retires early
next year.  His exit now leaves Vice-Chief of General Staff Lt-Gen Julius
Karangi, Army Commander Lt Gen Jackson Tuwei and Commandant
of National Defence College Lt-Gen Jones Mutwii as possible military
chiefs.  

The meeting to retire Ali was held at the Department of Defence
headquarters under the chairmanship of Defence Minister Yusuf Hajji,
who represented the President.  Another meeting, usually known as
Number 1 Board, is slated for November and is the one that will
decide who succeeds Kianga

NRM MPs back electoral reforms

A number of MPs subscribing to the ruling NRM party are bidding to ally with
opposition politicians to try and push through delayed legislations for electoral
reforms. The reported consensus, partly interpreted as internal revolt, would herald a
new era where legislators abandon blind party allegiance and rise to act by
conscience and in national interest. In separate interviews with Saturday Monitor, the
dissenters; among them vocal lawmakers Henry Banyenzaki (NRM; Rubanda) and
Theodore Ssekikubo (NRM, Lwemiyaga), said they are displeased with government’s
hesitation to table the NRM’s version of preferred reforms.

wao kuishi maisha ya shida na kuendelea kuhangaika na

ambao wamekuwa wakichukua mali pamoja na ardhi kwa
madai ya kuwa wasimamizi wa watoto hao kitu ambacho si
kweli.


Aidha, wengi wao mara baada ya kufiwa, wamekuwa wakirudi
majumbani mwao na kuanza maisha mapya kwa kusaidiwa na
ndugu, jamaa na marafiki bila ya kupata urithi wowote hali
ambayo imewafanya waishi maisha duni.

ONE of the leading country's mobile telecommunications
providers, Zain, this week announced the revolutionary
enhancement of Zap, its rapidly expanding mobile banking
service currently available to over 100 million people in East
Africa and run in partnership with CitiBank and Standard
Chartered Bank.

In Tanzania, over 300,000 customers have registered for Zap
and the volume of transactions is doubling every month. "We
have tremendous interest in Zap from customers who want the
convenience of instantaneous utility bill payments and money
transfers, to distribution businesses that prefer electronic
transfers over handling cash in remote rural locations and
large public institutions that want to use Zap for salary
payment and dividend distributions." Mr Khaled Muhtadi, MD
Zain Tanzania, said.

From today Zap customers can swiftly and securely receive
money from any bank account around the world and easily
send money to any bank in Tanzania. This is the first time in
the world any mobile bank account has been configured so
that its users can receive funds from anywhere in the world
directly to their mobile handset as well as send funds directly
to their Bank accounts.

In addition, Zap allows customers to use their mobile phone 24
hours a day to: Pay for goods and services and settle their
utility bills; receive Zap money -- and send Zap money to their
friends and family; top up their airtime account -- or top up
someone else's; check their balance and keep on top of their
payments.

These services are offered with the highest levels of the
security through the convenience of a simple and intuitive end
user interface.

Dr Saad Al Barrak, Zain Group's Chief Executive Officer, said:
"This enhancement of Zap is another world first from Zain. It
means that our customers in remote towns and villages as well
as those in the cities can receive money from wherever in the
world their business colleagues or family and friends are.
Ability to send money from the mobile phone to any bank
account in East Africa will enable businesses to perform more
efficiently. This will be of great assistance to all of our
customers to enhance their livelihood fulfilling our brand
promise of 'A Wonderful World', he concluded.

MAJALIWA ya kisiasa ya wabunge wawili wa Chama Cha Mapinduzi
(CCM) mkoani hapa, sasa yamo shakani, baada ya kuanza kwa
mikakati ya wazi ya kuwang’oa.

Wabunge hao, Dk. Harrison Mwakyembe wa Kyela na Prof. Mark
Mwandosya wa Rungwe Mashariki, tayari wamekwisha kutangaziwa
hali ya hatari na Jumuiya ya Umoja wa Vijana ya CCM (UVCCM),
ambayo imeanza mikakati ya wazi ya kunadi wagombea
wanaotarajiwa kuchuana nao katika Uchaguzi Mkuu wa mwakani.

imezipata, zinaeleza kuwa UVCCM mkoani hapa imetangaza kukataa
kuitwa ‘vijana ni taifa la kesho’ na imedhamiria kuweka wagombea
wake katika majimbo yote ya uchaguzi ambayo hata hivyo
yanashikiliwa na wabunge wa CCM kwa sasa.

Historia ya Idhaa ya Kiswahili

Idhaa ya Kiswahili ya Sauti ya Amerika ilikuwa Idhaa ya kwanza ya lugha ya Kiafrika kuanzisha
matangazo ya moja kwa moja kupitia mitambo ya Sauti ya Amerika mjini Washington D.C. Mwezi
Mei 1964 matangazo ya dakika thelathini, ambayo yalikuwa yamerekodiwa kwenye ukanda
kuanzia mwaka 1962, yaligeuzwa na kufanywa kipindi kinachotangazwa moja kwa moja, kila
siku kutoka Washington, kikirudiwa na kuongezewa habari mpya, mara moja kwa siku.

Mwezi Mei 1966, matangazo hayo yaliongezewa dakika nyingine thelathini na kuwa matangazo
ya saa moja kukiwemo muziki uliorekodiwa na vipindi mbalimbali kutokea mjini Monrovia,
Liberia. Na mwaka uliofuata, 1967, Idhaa ya Kiswahili ya Sauti ya Amerika ilizindua matangazo
ya moja kwa moja kutoka studio zetu hapa Washington D.C. Leo, Idhaa ya Kiswahili imo hewani
kwa muda wa saa sita kwa wiki.

Matangazo ya Idhaa ya Kiswahili huwafikia mamilioni ya wasikilizaji katika Afrika Mashariki na
eneo la Maziwa Makuu. Kiswahili ni lugha rasmi katika nchi za Afrika mashariki na ni lugha
inayopanuka nchini Congo, Rwanda na Burundi. Kiswahili vile vile ni lugha inayozungumzwa na
kueleweka katika eneo la kusini mwa Somalia, Visiwa vya Comoro na sehemu za kaskazini
mwa Msumbiji na Malawi.

Kadhalika tuna idadi kubwa ya wasikilizaji katika nchi za Mashariki ya kati na kusini mwa Afrika.

Idhaa ya Kiswahili imepanua usikilizaji katika masafa ya FM kwa ushirikiano na redio nchini
Kenya, Tanzania, Uganda na Rwanda na Jamhuri ya Kidemocrasia ya Congo.

NYAGATARE - The National Police’s disciplinary council committee on
Saturday expelled former Eastern regional police commander, Emmanuel
Gakwaya, from the force because of abuse of office.

The embattled police chief is accused of diverting for personal use about
Rwf 5million collected by the Kamate Farmers’ Cooperative members to
buy a milk cooler and a generator.

Gakwaya, who is also a member of Kamate Farmers’ Cooperative
reportedly collected the money from the members this year but ended up
using the funds to meet his personal needs.

In a telephone interview with The New Times on Sunday, police
spokesperson, Supt. Eric Kayiranga, confirmed that Supt. Gakwaya had
been expelled from the force.

“Police officers must be people of high integrity because they are
charged to keep law and order in society. He is no longer part of us,”
Kayiranga said.

Kayiranga also refuted earlier reports suggesting that Gakwaya had
been released after police realised that could not sustain the case
against.

PRESIDENT Rupiah Banda arrived on Margarita Island in Venezuela to attend
the second summit of Heads of State and government of Africa and South
America (ASA) last night.

The plane carrying Mr Banda touched down at Margarita Island Airport at 17:
40 hours local time (23:40 hours Zambian time).

The president, who was accompanied by First Lady Thandiwe, was received
at the airport by Venezuela’s Vice-President Raman Carrizates, Minister for
Public Infrastructure, Diesdado Cabello and Security Minister, Tareck El
Aissami.

Homegrown debt relief strategy vital, By Itayi Garande

FINANCE Minister Tendai Biti last week said Zimbabwe should aim to have its debt to
international financial institutions cancelled by seeking access to the Heavily Indebted Poor
Countries initiative.

Minister of State in the Prime Minister’s Office Gorden Moyo said it would be immoral for
Zimbabwe to pay off its debts to the International Monetary Fund, World Bank and African
Development Bank when it could not pay teachers.

The last of the members of Parliament charged with abusing parliamentary travel warrants, former African National Congress
(ANC) chief whip Nyami Booi, on Monday pleaded guilty to theft.

Booi was fined R50 000, or five years' jail, and given until January 2014 to pay the money in monthly instalments of R1 000. He was
given an additional one-year jail term, conditionally suspended for five years.
